Why it shows up like this
Toast runs the ordering and payment systems for restaurants, cafes, and bars, so its prefix rides along on every card it processes. Like Square's SQ *, the restaurant's name gets truncated to fit the descriptor field, and online orders through a restaurant's website often route through Toast too.

Why is the amount different from what I signed?
The initial hold is the pre-tip total. When the restaurant closes out the tab, the final amount with tip replaces it — which is why the posted charge rarely matches the pending one.
I see two TST* charges for one meal. Am I being double-billed?
Usually one is the expiring authorization hold and one is the posted charge. If both post as final transactions with the same amount, that's a genuine double-charge — the restaurant can reverse it.
